Sometimes there's more than one way to skin a cat. To make a result more powerful might not always mean increasing a skill degree. Skill degrees can get pretty pricey at high degrees, so often it might be better to choose and advance a different skill that also gets the job done. For example, a fighter might choose to increase his brute strength rather than increase his swordfighting skill because both effect the damage he can do with his sword.
