Government
Throughout history, there have been a variety of different governments from monarchies to republics and from societies ruled over by warlords or tribal leaders to true democracies where everyone in the village had a voice. And then there were the people beneath them, those involved with writing down the laws of the leaders, executing them, and interpreting them in a court of law.
Royalty
This is generally a position earned originally in combat and afterwards passed onto their descendants through bloodlines and marriage until someone else takes over through conquest.

Politician
Unlike royalty, who generally inherit their positions through marriage or bloodlines, politicians are generally appointed or elected. Except in remote tribal situations, politicians are generally literate and well versed in law and diplomacy. They usually have someone who owes them something and can often call in favors when necessary.
